SPECTACULAR INCOMPETENCE # 1

ABC highway roundabouts lanes blocked for months -with a few workers standing around for 6 hours each day……

Is Bush Tea the only one who is totally SICK and TIRED of the idiocy that has been happening on the ABC highway for YEARS now?!? but especially last two months?

Who in their right mind would block off the highway AT EVERY roundabout for months on end – just to make a few adjustments to the lanes? Which IDIOT is in charge of this work?

We know that HONORABLE MINISTER ENGINEER John Boyce is is charge of this ministry. Does he drive? Can he see? Does anyone work for him – anyone who can see?

Even if there is a good reason why this has to happen – HAS ANY OF THEM EVER HEARD OF PR?

…..WHAT THE SHIRT!!

If Bush tea was paranoid (that diagnosis was over 18 month ago… LOL), I would think that ru4real is supervising that project and trying to prove that we need flyovers….

Can someone who KNOWS please explain why this deliberate frustration of drivers every day??? …AND EXACTLY WHEN IT WILL END.

About bushtea

Bush tea is a miserable old Bajan man who has become disillusioned with life as we know it in the early 21st century. He wishes for a simpler more meaningful existence, but has developed various outlandish theories to explain every conceivable mystery; to solve every problem; and to challenge every known fact accepted by society. Unfortunately, WordPress makes it possible for the Bushman to unload on anyone who dares to log on..... Welcome sucker....

Is Bush Tea the only one who is totally SICK and TIRED of the idiocy that has been happening on the ABC highway for YEARS now?!? but especially last two months?
    ……………………………………………………………………..
As you know BT, I was one of the main opposers to the building of flyovers and the dangers regarding pedestrians getting from one side of the road to the other, especially school children and the elderly going to church.

Could you believe that the most dangerous part of the highway, which already claimed four lives is still in total darkness because the contractors for the street lights refuse to fix the damn lights that are not working by the zebra crossing?

I agree with you with the lapsing of workers on the highway. The main offenders being the Rayside crew who seems to be working in the reverse. Take a look at the jersey barriers. You will first have to dig out the channel to place the barriers, cement them and then lay the barber green – check with COW section. Now look at Rayside section – these road frauds barber green first, then dig up the said barber green for the channel to place the barriers; and then use more barber green to correct the mistake after digging up the said barber green. This is where the extra spending is going because of these costly mistakes. Take a look at the Life of Barbados stretch of road, We keep seeing “Diggin’ up barber green”.

I feel the public of Barbados should be furnished with the below information.

How much square metres were allocated to the two contractors?
How much money were paid to the two contractors?
How many workers were utilised by the two contractors?

With this information, we will be able to see the cost per square metre and see who was/and still wasting our tax payers monies.

BT, some body needs firing. Plain and simple!!!!

  2. General Lee says:

Beleiving that additional lanes and flyovers alone on the highway, would solve the congestion at the rounabouts, was the first act of incompetence. Everything that has taken place on the ABC project since that idea was conceived is secondary.
The problems experienced in trying to get on, off and across still exists in those areas where there was a problem before. After all the money spent we are back at square one.

Good luck with this project BT.

  3. bushtea says:

Thanks for the good wishes General Lee

Of course you are right. Who in their right mind commences a project costing hundreds of millions of dollars because they ‘feel’ that it is the right solution?
…. Did (or would) you just start building your dream home based on a u-tube video? or because a ‘Bizzy body’ Bajan drops in on you early one morning with an idea?

The correct approach is to carry out an independent professional engineering study which looks at the overall situation, the objectives desired, the possible solutions – and then determine the best approach. (in your case I am sure you got someone to draw plans, you made sure it was what you wanted… and THEN got the house)

When you are spending other people’s money you have EXTRA responsibility to be prudent.

We just gave a MOU to a foreigner that we knew nothing about and told him to start work….

…and OSA and Gline Clarke still have not been called to account….
    Spectacular Incompetence at it best.

  4. David says:

Should we blame the contractor or those with oversight?

    Just asking…

  5. bushtea says:

David, you know the answer to that.

    AT THE HIGHEST POSSIBLE LEVEL!!.
If the immediate supervisor is incompetent then a competent boss will easily set that supervisor on the straight and narrow.
If the supervisor’s boss fails to correct the problem (and the supervisor) the n HIS big boss has the RESPONSIBILITY to deal with the situation.

The buck stops at the TOP.

When the rot starts at the top – DOG DEAD!!!

  6. Bad Lukky says:

COW block of Norman Niles for the whole day today and the road still ain’t finish!
Why can’t they focus on one area until it is completed and then move on to another one instead of being all over the place like Poonka donkey?

  7. Bush Tea says:

…. because that makes too much sense Bad Lucky. (I could see that you is a poor grass roots fellow….)

You can’t see that all of the big-ups bout here is idiots? It takes a lot to dig up all these roads, park heavy equipment in the middle of the highway and have 20 people on site with 18 watching while 2 work with shovels…. Then when the traffic is lighter (on weekends and late at night) they pack up and leave the road clear.

You see why COW is a multi- millionaire now?

A smart man like you now would do one at a time, do most of the work at night when traffic is light and would have completed by now- right?

    …Yah JOKE!!!
    What finish what?!?

If you do that, then the job would come in under budget and you would lose MILLIONS of dollars.
    …see why you poor?

  8. General Lee says:

Maybe it would be more expensive (paying overtime and burning lights) for the companies who would then have to charge more.
Less traffic would also mean that they “might”work more efficently thus offsetting the increased cost. If there is no penalty for not completing on time why rush. Milk the goats until they dry.
Remember they (contractors) are doing us a favour.

  9. bushtea says:

    General,
The simple minded jokers who are considered Gurus in Barbados would make decisions like ‘only working during the daytime at regular rate.’

By working at night, paying DOUBLE RATE, workers could be challenged to produce 6 times MORE output per dollar.
    - fewer distractions from traffic
    -much cooler
-much more money to be made , so you attract TOP workers
    -less distraction to the public
    -Easier to utilize heavy equipment
    - easier to block the whole road and complete the whole job, instead of wasting time moving around cones. etc etc

But as you say, The big-up political idiots that sign the contracts do not include appropriate penalties for inefficiency- so why would they bother?

(If a man passing you a ‘commission’ to get the contract, Do you think that you will be able to insist on strong performance penalties????)

  10. ru4real says:

    Bush Tea
How do you feel about Clico being given the flyover project at yet more millions.
All that smear rubbish was simply a ploy for the PM to give the job to his buddies.

  11. ru4real says:

    Cuhdear……..

See since 3S was fired illegally the road situation has gone from bad to worse.
Clicos main contractor Rayside cant so much as fill in a hole in the road with tarmac and now they are going to build flyovers?

  12. Tell me Why says:

See since 3S was fired illegally the road situation has gone from bad to worse.
    ……………………………………………………………………..
Agree with you buddy. Clico was always in the plot and can’t even build a proper road. Check with the stretch of unfinished roads from Warrens to the Bermuda triangle. We’ve been bulled.

  13. Bush Tea says:

    ru4real,
I am surprised to hear you admit that the situation under 3S was bad. That is all that I have ever been saying all along.

Now that we have agreed on that, I am also willing to agree with you that the current arrangement appears to be arguably worse.

Neither of these two facts however detract from my concern that PROPER engineering and financial procedures should have been followed with this and other major projects executed in Barbados recently.

  14. ru4real says:

In July 3S was only weeks away from completing the highway. Any delays in the project prior to that were deliberately ‘engineered by the ministry of works under the agis of NASH Lovell.
The entire ministry of works knows this and are pretty sure of his agenda.
AS far as 3S is concerned the correct procedures were followed – they are a team of highly professional engineers who had ample providence tp show completed projects and who were exceptional in high standards and road safety procedures.
The quality of work on the highway shows a definite deterioration in standards especially from the Rayside engineers who are poor road builders already where they have patched up the highway is strting to look like any other road in Barbados .Patchy bumpy and untidy.
    Re procedures
What procedure has been followed to give Abdul Pandor the project?
The only experience his company has is the bridges in St Kitts which have fallen down.
What qualifications does AP have for ‘investigating ‘ the suposed cost over runs’ for the ABC?
( I understand his own invoice is 27 million already)
At the end of the day an excellent project was sabotaged for political and personal agendas and has cost the Barbadian people heavily.

And they still have a major traffic problem.
